NALC Contract Arb Settled

Arbitration board issues award: Sets terms of the 2011-2016 National Agreement; ‘NALC achieves its major goals,’ Rolando says

"... rejected the Postal Service’s proposals to freeze pay, eliminate cost-of-living adjustments (COLAs) and implement a two-tier wage schedule for career city carriers. Instead, the new contract provides three general wage increases between now and the end of the contract: 1 percent in November 2013, 1.5 percent in November 2014, and 1 percent in November 2015. It also provides for the payment of seven COLAs between now and 2016, though the two COLAs calculated in 2013 will be deferred and paid in 2014. These wage and COLA provisions follow the wage pattern established by the negotiated American Postal Workers Union (APWU) contract and the arbitrated National Rural Letter Carriers’ Association (NRLCA) contract...."  Click to Read More

Postal Service leadership not making sound decisions

A Complaint gives the PRC another crack at POStPlan

"... The Complaint finds several faults with how POStPlan is being implemented, but its main point is that the Postal Service is presenting communities with a false choice. The survey says customers must choose between having the window hours reduced or having the post office undergo a discontinuance study, but it is clear that the study can lead to only one outcome — a Final Determination to close the office. By making the outcome a fait accompli, the Postal Service turns a discontinuance study into an empty gesture and abrogates its responsibilities under Title 39. Communities are left with no real choice at all...."  Click to Read More

Postal Service cuts could reach point savings not justified

PRC Urges USPS To Preserve Overnight Delivery

"... In an advisory opinion on the Postal Service’s “Network Rationalization” plan [PDF] issued Sept. 28, the Postal Regulatory Commission (PRC) urged the Postal Service to preserve overnight mail delivery and concluded that ”there is a point in the Postal Service’s cost curve beyond which the additional savings captured are too small to justify the additional reduction of service that would result.” The advisory opinion is the commission’s response to the Postal Service’s plan to close or consolidate half of the nation’s mail processing plants and to reduce delivery service standards for first-class mail, standard mail, periodicals and package services...."  Click to Read More
