"...The Federal Post Card Application (FPCA), the back-up Federal Write-In Absentee Ballot (FWAB), acknowledgement cards, and other election materials can all be sent postage paid via First-Class Mail to citizens covered by Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA).
