Postal Service Mail Handler Cost-of-Living Adjustment (COLA) set at $978

Mail Handler Cost-of-Living Adjustment (COLA) set at $978

Effective August 26, 2023 (Pay Period 19-2023), all career Mail Handler craft employees are scheduled to receive a cost-of-living (COLA) adjustment as outlined in Article 9.3 of the 2022 National Agreement. This is the second of six possible COLA increases under the terms of the current agreement. This COLA increase is based on the upward change in the relevant Consumer Price Index (CPI) following release of the July 2023 Index, using the July 2022 CPI index as a base. The resulting calculation provides an annual increase of $978 for all Steps in Table 1 and for Step P of Table 2. The remaining Steps in Table 2 will receive the proportional COLA increase percentages as outlined in Article 9.3 of the National Agreement.

This package shipped from Mississippi to Michigan — via Puerto Rico. Here's why some shipments go on circuitous journeys.

"The package started out like normal. A small bubble wrap envelope of cosmetics shipped by the US Postal Service from Mississippi headed for Michigan — 750 miles away. But something happened when it got to Memphis, Tennessee, and suddenly... The USPS spokesperson declined to give a misload rate for the postal service. But UPS, for one, currently misloads one-quarter of one percent of packages, or 1 out of 400, according to CEO..."

Obama administration:2011 budget would not eliminate Saturday mail delivery

Although the Obama administration is quoted in a govexec.com news story that, "The proposed fiscal 2011 budget would not eliminate Saturday mail delivery.", the Postal Service, in spite of the aforementioned citation, says, "If the Postal Service is permitted by Congress to implement five-day delivery, it would take effect in fiscal year 2011 (Oct. 1, 2010, to Sept. 30, 2011)".

COMMENTS: Hmm, who's running things here? With this kind of apparent arrogance from the USPS, is this a hint of an upcoming Potter for President Campaign. Please say it ain't so! (LOL).

Postal Service Internet Change of Address is Accurate, Secure and Green

"USPS no longer displays hardcopy change-of-address (COA) forms at its retail locations.

Hardcopy COAs — part of The Mover’s Guide — are only available behind the counter, where customers have to request them from a retail associate.

Why the change? The Postal Service wants retail associates to encourage customers to use the Internet version instead.

Internet Change of Address (ICOA) is a more accurate option. There’s no chance of error due to illegible handwriting. The higher degree of accuracy means reduced undeliverable-as-addressed mail volume and lower cost.

ICOA also is fast. On average, USPS processes 97 percent of all ICOA transactions into the Change of Address System within two days after they’re filed. In FY 2009, customers entered their changes of address sooner using ICOA than they did using hardcopy forms — with 60 percent entered on or before the day the customer moved compared to only 20 percent for hardcopy forms.

The sooner USPS knows about the customer’s move, the sooner the Postal Service can begin forwarding the customer’s mail.

Equally important, ICOA is a more secure option. USPS requires online customers to use a personal credit card or debit card for identity verification.

And it’s green. ICOA not only eliminates the use of paper, but this year, the Postal Service expects the ICOA share of all COA orders to increase more than 25 percent, generating about $2 million in incremental revenue. So the next time you speak with a customer about filing a COA, suggest the online option at usps.com/moversguide. "

GAO Adds Postal Service's Financial Condition to "High-Risk" List

"... To remove its financial condition from the High-Risk List the Postal Service needs to undertake a number of major structural changes, Dodaro said. In the short term, a key challenge is to cut expenses quickly enough to offset mail volume and revenue declines to avoid running out of cash to pay its expenses. In the long term, USPS should consider consolidating operations, closing unneeded facilities, and reducing its workforce to reflect new trends in mail use...."
